We are a consulting, financial investment and engineering design firm focused on energy solutions for emerging markets.
We help successful companies who are leaders in their industry in the emerging markets access development finance and project funding. We also offer engineering solutions to overseas clients both in private and government agencies. We are primarily focused in the energy sector.
Based in Houston, Texas we work with the United States Export and Import Bank (US EXIM Bank) and private investors to facilitate funding for large scale energy projects in emerging markets.
Troika Offshore Design started as an engineering consulting firm, and we designed and built more than 50 oil rigs and equipment. We engineer, design, and build only the highest quality products. Troika Offshore Design offers a large array of engineering services to the oil and gas drilling industry.
We then recognized the need to secure financing for overseas projects while exporting LNG & LPG to East Africa. We work with partners who have expertise in investment and government finance to fund any large-scale energy project. We are currently working on a 100MW solar power plant project with our partners that will generate clean, reliable, and affordable electricity.

Troika Offshore Design established in 2010, in Houston Texas as an engineering design company serving the oil and gas industry. Since then we have grown into an energy consulting and export company. We have a great history collaborating with Interlink capital and American construction companies. Troika Offshore is owned by Bethany Nyandusi Ratemo.
Interlink Capital Strategies, established in 1994, is a Washington, DC-based fund manager, management consulting and financial advisory firm specializing in emerging and frontier market finance and business development. We are experts in developing business opportunities and/or financing them with an insider’s expertise on how to access government lending/investing programs worldwide, which often is the only long-term capital available in Africa, Latin America, Eastern Europe, the Middle East, Asia, Russia and other CIS countries.

Origins: Tim Bridgewater and Neil Bush (brother of former President George W. Bush) founded Interlink to focus on business between the U.S. and Southeast Asia with Charoen Pokphand Group, one of the largest conglomerates in Asia. Today the focus has broadened to include most emerging and frontier markets.
Our People: The team includes former senior officials of Exim Bank, including the COO & Vice Chairman, the former President of the Overseas Private Investment Corporation (OPIC), other former senior officials in relevant banking and government agencies. We are seasoned professionals in emerging market finance and business development. Members of the team have taught and lectured at leading universities and have created and written several books coninternational business topics. Titles include: Trade Finance Handbook, Inside the World’s Development Finance Institutions, Inside the World’s Export Credit Agencies, Selling Clean Energy Technology to the World, among other titles.
Partners and Affiliates: Interlink works with a number of partners and affiliates. Some examples include our role as a financial advisor to the U.S. Government’s Power Africa Initiative; having a joint venture with a large Turkish construction company that is rapidly expanding into frontier markets; cofounding a specialty finance company focused on short-term credit extensions to exporters and importers; and co-managing with industry experts KfW’s (German government) Geothermal Development Facility, a risk mitigation fund for early stage development of geothermal power in for Latin America.
